The UAE Ministry of Finance is rolling out a national e-invoicing framework: instead of PDFs sent by email, invoices become structured digital documents exchanged through accredited service providers and reported to the authorities. The rollout is phased, starting with business-to-business and business-to-government invoicing, and it will eventually touch nearly every VAT-registered business in the country.
What actually changes
- Invoice format: invoices must be issued as structured data (not just PDF), following the national standard.
- Exchange: invoices flow through accredited service providers rather than plain email.
- Reporting: invoice data is reported to the tax authority as part of the exchange.
- Your ERP: the system that creates invoices — for most SMEs, that is the ERP — must produce compliant documents and connect to the network.
Who is affected, and when
The framework targets VAT-registered businesses in phases, with larger businesses first. Exact dates and thresholds are set by ministerial decisions that continue to be refined — so rather than betting on a date, the safe strategy is simple: be ready before your phase arrives. Businesses that wait for the final deadline typically pay rush prices for the same work.
